Ravens appeared to be offsides on blocked field goal

The Ravens defeated the Browns Monday night on a blocked field goal that was returned for a touchdown, but should the play have counted?
One replay angle appeared to show that Baltimore safety Anthony Levine Sr. was lined up in the neutral zone when the ball was snapped. Levine jumped offsides and tried to get back, but it looked like his hand was still beyond the ball when he got set again (see video here).
A penalty, of course, would have nullified the kick and turned a 51-yard attempt into a 46-yard attempt for the Browns. You can see a video of the game-ending blocked kick here.
