Declares for NFL Draft Tinsley announced Wednesday via his personal Twitter account that he's declared for the 2023 NFL Draft. Impact After a two-year stint at Western Kentucky, Tinsley transferred to Penn State for his senior season and amassed a solid 51 receptions for 577 yards and five touchdowns as the Nittany Lions' No. 2 wideout behind Parker Washington (undisclosed). However, he stepped up into a bigger role with Washington out over the final three games, logging one of his best stat lines of the season (6-49-1-9) during the Rose Bowl win over Utah. In those two previous campaigns with the Hilltoppers, Tinsley registered 130 catches, 1,779 yards and 18 scores in that stretch.
