Luis Oviedo - Activated and optionedOviedo (ankle) was activated from the injured list Monday and optioned to Double-A Altoona, Jason Mackey of the Pittsburgh Post-Gazette reports.
ImpactOviedo was sent to Altoona on Sunday to complete his rehab assignment and will now remain there as a regular member of the team. The 22-year-old threw 29.2 major-league innings as a rookie last season and could certainly add to that total this year, though his 8.80 ERA didn't make a strong case that he was ready to pitch at the highest level.

ImpactThe 21-year-old was something of a surprise demotion this spring as the Nationals decided he needed more development time in the minors, but Garcia is doing everything he can to prove the club made a mistake. He has five multi-hit performances in his last six games for Rochester, and through 12 contests on the season he's slashing a stellar .377/.411/.623 with three doubles, two triple and two homers. Neither Cesar Hernandez (.250/.280/.250 through 50 plate appearances) nor Alcides Escobar (.156/.229/.188 through 35 PAs) have done much at the plate in the majors, so if Garcia keeps raking, he could get another chance in the majors soon enough.

ImpactTsutsugo delivered his fourth RBI of the season on a groundout in the seventh inning. He has shown strong patience early in the campaign, maintaining a .368 on-base percentage while drawing seven free passes across 38 plate appearances. On the other hand, Tsutsugo has yet to produce an extra-base hit and is slugging just .241 as a result.
