Back with Raiders Phillips signed a contract with the Raiders on Wednesday.
Impact Phillips appeared in four games for the Raiders last season but was waived with an injury settlement after suffering a season-ending knee injury in October. The 24-year-old primarily played special teams and will likely fill a similar role if he makes the roster in 2020.
